Now, more than ever before the importance of realising the potential of the UK workforce is the key to future prosperity, and a fair and enfranchised society. This is applicable to those in work, particularly in public services, where demographic pressures on both those providing and demanding services mean that decisive action is required now, and for those NEET (Not in Education, Employment or Training), or in low skilled work, who fail to make the contribution they could to their own lives, or to the economy at large. In other areas of the employment market, which the Leitch Review recommends for the UK to proactively move to a higher value knowledge-based economy, the same principles apply; how to harness and nurture the huge potential of the UK workforce and guide it to a competitive and productive future?
In addition to the Leitch Review, and the government's response, World Class Skills, we have seen in 2008 the government put 'Unlocking Talent' and skills development at the heart of their spending plans, epitomised by the growing Train to Gain fund to support those in work, and the proposal of compulsory training for job seekers.
